Mocksville, NC — A months-long investigation by the Davie County Sheriff’s Office has led to the arrest of a man accused of posing as a Department of Transportation worker in connection with a breaking and entering case that resulted in the theft of thousands of dollars in valuables.

According to Sheriff J.D. Hartman, deputies were initially dispatched on December 1, 2025, to the area of Deadmon Road and Will Boone Road in response to a reported breaking and entering.

Investigators say two male suspects posed as “Davie County D.O.T.” workers, wearing traffic vests and placing cones to block off several driveways. The suspects allegedly told residents they needed to perform work on their driveways and required payment for the services.

After arranging to meet the victims at a separate location to collect payment, authorities say the suspects returned to the residence while the victims were away, broke inside, and stole approximately $20,000 in cash and valuables, including a safe, identity documents, and family heirlooms.

Following an extensive investigation, detectives identified one of the suspects as Tommy Mack Small Jr. of Jacksonville, North Carolina. Officials say Small had previously been investigated by the Onslow County Sheriff’s Office and the Jacksonville Police Department for similar incidents. He is also reportedly under investigation by the Brunswick County Sheriff’s Office and the Wake County Sheriff’s Office in connection with related crimes.

Small was arrested on January 23, 2026, in Mooresville on charges of possession of methamphetamine and an outstanding warrant from Onslow County for tampering with an electronic monitoring device. Authorities say cooperation between the Mooresville Police Department and Onslow County officials helped confirm Small’s involvement in the Davie County case.

On March 18, 2026, Davie County warrants were served on Small while he was being held at the Randolph County Detention Center. He is now facing multiple felony charges, including:

  • Felony Breaking and/or Entering

  • Felony Conspiracy

  • Two counts of Felony Exploitation of Disabled/Elder Adult

  • Felony Obtaining Property by False Pretenses

  • Felony Safecracking

  • Felony Larceny After Breaking and Entering

A magistrate set bond at $20,000 secured for the Davie County charges.

The Davie County Sheriff’s Office says the investigation remains ongoing as authorities work to identify and locate a second suspect involved in the case. Anyone with information is asked to contact Detective Andrews with the Davie County Sheriff’s Office.

Small is scheduled to appear in Davie County Court on March 26, 2026, at 8:45 a.m.
