North Carolina House Speaker Destin Hall announced Wednesday, March 18, 2026, his strong support for a proposed constitutional amendment aimed at limiting property tax increases across the state.

Hall said the measure is designed to protect homeowners from rapidly rising tax bills driven by increasing property values and local government rate hikes. The proposal would place restrictions—often referred to as “levy limits”—on how much local governments can increase property taxes year over year.

Supporters of the plan argue it would provide much-needed relief for residents facing higher housing costs and inflation. Hall emphasized that without limits, property owners could continue to see significant increases in their tax burden, even if tax rates remain unchanged but property values rise.

The announcement follows recent discussions in a North Carolina House committee, where lawmakers have been reviewing options for tax reform and ways to address concerns from constituents about affordability.

If approved, the measure would require voter approval as a constitutional amendment, giving North Carolinians the final say on whether to implement limits on property tax increases statewide.

The proposal is expected to generate debate among lawmakers and local government leaders, who often rely on property taxes as a primary source of funding for services such as schools, public safety, and infrastructure.
